So. . . your having linkage trouble? Or are you having trouble getting them balanced out? Be more specific with your question
Start thus: Unclamp linkage from the carbs so both have throttles near closed. Put a return spring on each so they stay at low setting. Find idle SPEED screw on carb's integral linkage, find idle MIX screw coming out of each base. Get*** running. Turn out the speed screw on each carb alternately, just a little bit, slowing down idle speed. If the thing gets rougher, SLOWLY turn mixture screw in and out til your crab finds happiness. Repeat with all 4 screws til you attain an idle speed you like. Now listen at top of each carb with a short piece of rubber fuel hose stuck into your ear. Keep messing with speed screws til both carbs sound the same and speed is where you want it. Mess with mix screws til carbs are happy, adjust to lowest (turning IN, Clockwise) mix screw setting that leaves carb in a good mood. Note that you move down slowly alternating carbs if current idle is real high, note that each move on one screw may require readjusting the other because mix affects speed and vice versa. Whole excercise shouldn't take much longer than reading this... Once car is idling smooooothly where you want it to, reattach linkage so that it doesn't move idle speed, both arms are at same angle to the world, and them with engine OFF see that flooring the gas results in both carbs going to full open (flashlight down the throat for that).
