Hey what about Australia and New Zealand??
The Australian Street Rod Federation will not feature highboys without fenders in their magazine "Street Rodder News" because they are illegal and convey the wrong message to Joe Public.

Here's some fenderless down low shots form down under. There are a number of hiboys around my area that run without fenders, they are fitted for roadworthy only. Who cares about the image presented to joe public? I get the thumbs up from every car that goes by. I have other pics in my album. Johnny
