GM used that damned ****py Rochester 1-pot for like a billion years, personally I'd keep looking for a spacer, they can't be that hard to find. If you were trying to find one for like a 1917 Moon, or it's Sunday on the salt flats, the nearest parts store is miles away and closed, and you need one right now, I could see making one of wood to get you by.

I made one the other day out of an old 1/2 thick chopping block. I had to sand it and smooth it down, but so far, no leaks at all, and no distortions in it. I've driven it on the road about 150 miles so far. I think my wife bought the old chopping block at Wally World for like 7 bucks. And there's still enough left to make 3-4 more.
The best one I ever made was from compressed dryer sheets. They were placed in a hemp press with Elmer's glue, set over night and then carved into the desired shape. Simply the best.

Cabinet grade plywood works. I know because I made 3 spacers for heat insulation on my old street racer back in my muscle car days. Just sealed them with regular old polyurethane clear... Hardly ghetto. </O
