CruZer, that's kinda what I thought, and I have been pulled over for speeding and after he looked the car over was told "try to keep it under control" and he let me go without a hassel. Some of the guys and I were talking about this issue and no one really knew what the law is. So I guess the answer is just be cool and keep a low profile.
I ran my RPU for two years with no fenders or inspection sticker. I was only pulled over once and the cop said the main reason he pulled me over was to see how the hell I was keeping my hat on. He told me to get the thing inspected and never said a word about the lack of fenders. MD is cool you register your vehicle and they never see it. Street Rod tags are cheap and have no milage restrictions. Clark

PA should change the slogan on their plate to "I got a friend in MD" Yes you need an address in MD a post office box will not work. I'm not sure of the legality of it. Truckers do it all the time. I'm not sure but I think you insurance company's say you're supposed to tag a car in the state you keep the car. Well I guess I'll be "keeping" my car in MD Clark

This can be done through most attorneys.. unfortunately, for me at least, incorporating my 15 foot bass boat as a charter vessel is not economically feesable at this time. so I'll continue to search for a piece of "vacation" property in maryland.. and rent out "rooms" to my friends from pennsylvania who need a place to stay... did I say that "PA STREET ROD LAWS SUCK.."

I heard NY is a good place to get tags too. Heard a story of a guy in NY that had 20 mailboes at the end of his driveway for his friends in other states. We'll have to check with Myth Busters to check into this Clark
I seems to be that cops in new jersey don't enforce the fender law on hot rods, in fact I would bet that the average cop these days does not even know about fender laws, with hot rodders comprising such a small percentage of drivers it just isn't an issue.
Most cops don't bother with the fender law in PA. The problem is our cars have to be inspected each year and get a sticker on the windshield. Lots of guys bolt fenders,hoods and bumpers on for insection then take them off. My RPU was way too illegal to put an inspection guys job in jepardy. Every year in the spring we hear rumors they are gonna crack down on hot rodders and every year everybody gets worked up and scared and nothing happens (knock on wood) Clark
pa and delaware are real similar on their laws.....cops aren't too bad on you here,but the inspections are hell.
NY seems to be OK with rods, and inspections are easy if you know the garage. But if you need registration or plates you need a street address they wont let me use my PO box number. But come to think of it I'm not sure how people with RR# rural route numbers do it most likely RR # county road xx. who knows this may be a up and coming thing, maybe NY is good for something besides snow and taxes.
its a crappy situation. i've heard of a guy gettin a hefty fine for not having fenders at the soda jerk last summer or sometime. and i feel that being a younger guy (21) when and if i get my rod done and dont have fenders and get pulled over, they will just throw the book at me. but now... i do know some people in ohio.. maybe i could get them to help me out with gettin a tag..ha. one of those lucky states without inspections.. but then again, what do you say when you get pulled over and your tag is from ohio and your license is from pa? anyone actually have to deal with this?

It does pay to be older than the cop sometimes. When you're 50+ and he's 21 you can just grin at him & shake your head like his fly is open and he'll usually figure you've been there before and you probably know the law better than he does. Sometimes the old trick works. "Well, It's legal where I live and it's legal where I'm going. You just happen to be in the middle. I won't be in your state long."
I plan on running fenderless, rearview mirrorless, and mufflerless so I wont be able to see or hear the cops behind me. As for someone getting busted at the soda jerk I find that hard to believe as Hummelstown cops are idiots and are too busy harrassing upstanding young men with open containers who are yelling at people in the halloween parade.
See what might be changing in PA. I was speaking with Mike Kramer tonight. Be sure to check out his website www.pavehiclenews.com on Tuesday evening for vote results!!! The house bill 2066, which passed congress with a 199 to 0 vote in June or July, will be voted on by the senate at 1:30pm Tuesday November 8th. Both good and bad is in it for us. No more regular tags will be allowed on any modified car. We will need to retitle under a reconstructed vehicle if our car is original steel and specialty constructed if fiberglass. Still do not agree with the reconstructed bull!!! However, fenders will not be required!!! If this bill passes, and things look good, by late spring early summer we can run fenderless in PA. Thanks to everyone who signed the petitions our government has listened
I'm From Massachusetts,and we use to have a fender law.Now any car older than 1948,doesn't need fenders.
If you go to the link above and read all the BS it looks like it did. BUT...you have to have "street rod" tags. I'm still going with MD tags. The reconstructed title BS is too much for me. Clark

According to Mike Kramer the Bill was passed over not passed. They had other business to vote on. That figures!! It will probably be next year till it is voted on. However the amended House Bill 2066 says after consulting with the NSRA fenders and hoods will no longer be a requirement. If you run without a hood you need a guard over the fan. Mike cautioned that this could still be changed and nothing in the bill is final. So we still are on a holding pattern on all issues. Keep checking the site. Kyle

Well, it looks like the hot rod Gods have finally granted us in PA a reprieve. According to www.pavehiclenews.com, House Bill 2066 has been passed. This means starting sometime next year, those vehicles registered as "street rods" can finally legally bomb around without fenders or a hood. Here's what the bill says: 26 * * * 27 (C) SAFETY INSPECTION CRITERIA FOR STREET RODS.--THE 28 DEPARTMENT, AFTER CONSULTATION WITH THE NATIONAL STREET ROD 29 ASSOCIATION AND OTHER INTERESTED GROUPS, SHALL PRESCRIBE SPECIAL 30 INSPECTION CRITERIA FOR VEHICLES REGISTERED AS STREET RODS. 1 VEHICLES REGISTERED AS STREET RODS WILL NOT BE REQUIRED TO BE 2 EQUIPPED WITH BUMPERS, FENDERS OR ENGINE COVERAGE AS ORIGINALLY 3 MANUFACTURED. IF THE HOOD, TOP AND SIDES, OR BOTH, ARE REMOVED 4 FROM THE VEHICLE THE ENGINE FAN MUST BE ENCLOSED WITH A SHROUD 5 DESIGNED TO PROTECT THE FAN FROM ACCIDENTAL CONTACT FROM THE 6 OUTSIDE. 7 * * * I emailed Mike Kramer just to verify the news, and he replied: "Hi Chris, yes HB2066 of which we have been working on since last year at this time, has passed, and yes streetrods will be legal with no fenders, hood, and bumpers, but not until next year sometime, I am hopefull before york, so till how soon it will be next year will be posted on the website as soon as I know! Until that the system for now is the same as before the bill passed! MIKE" I know many people around here are opposed to using the "street rod" tags, but I for one don't mind, especially if it means I'm on the right side of the law... that never hurts. I think anyone, especially HAMBers, who understands and loves traditional hot rods, will be able to tell the difference between a real hot rod and a street rod... regardless of what the license plate says. It's funny, after reading various books containing historical accounts of hot rodding back in the 50s, one common theme I recognized was the effort of hot rodders back then to live within the law... rather than break it. If a state had a fender law, then they ran the smallest fender they legally could, and were happy with that. Oh well... just an observation. I'll be keeping my eye on that website to see when it the new law goes into effect next year.
yea.. i read this on his site the other night. got me pumped up to do some more work. haha. i bet mr. kramer could cut his emails in half if he would stupify the stuff he posts on his site. i dont know about you, but i have trouble with that law jargon. very helpful site...but needs to include a few more sentences to make them understandble...or maybe i should just go back to school.
