Hello, Everybody; I posted sometime ago about the difficulty in obtaining a Missouri ***le on my 'in progress' street rod with a clean Iowa ***le, registration and insurance. There were a lot of replies but so much guessing and misinformation that I think it deserves a new thread. As of today - the Highway Patrol or any Inspection Station in Springfield will NOT come to the car for an inspection. An Inspection Station will loose their license and the HP just flat does NOT do it. After calls to the DMV and calls and a personal visit to the District Highway Patrol Office; this is the bottom line: I can NOT get a historic plate without a Missouri ***le. I can NOT get a Missouri ***le with out an Odometer and VIN inspection ( ID/OD ). Once I have the historic plates, then an annual inspection or plate renewal will NOT be required. Just a one time fee of $25.00 for the license. I can NOT drive the car without plates and I can NOT get plates until I get the inspection. What I am going to have to do is hire a roll-back to haul my car to the District Highway Patrol Office to verify the ID/OD and then haul it back home. This all sounds pretty unreasonable, but I feel that I have been talking to the right people in the system. If you are positive about another way, please let me know. Is it in your name? If it is, just keep registering it in Iowa until your done with it and drive it down to the DMV, or never plate it in MO. I drove my 38 for 3 years with AZ plates and reg before switching it over. They would mail me a reg renewal to my house in Oklahoma from AZ. If it's not in your name, transfer it to yourself in Iowa.
Hey, Dan; Another detail that I did not mention. The ***le plate, which spent seventy years under the rubber floor mat is very eroded. In my conversations with the inspector at the DHPO, he ***ures me that if he can read enough of it to be reasonably sure of the number he will ok it. And..there are two, maybe three numbers in the right place, in the right sequence. And another thing that he is aware of is that the VIN is not the same as on my Iowa ***le but is the same as on the insurance. He will accept that discrepancy. Your idea is very good and I might end up doing that, but I feel that under the cir***stances I need to follow through with this cooperative officer and play their game as it looks like the most sure way of getting the job done. I'm a licensed vehicle inspector here in MO. And unless something has changed any repair shop with an inspection station can write an ID/OD for you. I write a few each year for vehicles bought by the dealership I work for. I would just trailer it to a shop and see if you can get one written. you might go in and talk to the mechanic and tell him your perdicament, before you do and see if they will help you out.
Hello; "Trailer it to a shop" is the operative wording here. I have a tentative commitment from the officer at the DHPO that he will do the ID/OD inspection and p*** it if I get the car to him. Hey Rusty; Good idea. I have not been here long enough to have made any connections. I know that there are at least two cruise-ins each month in Springfield. Can anybody give me some times and places where I might 'network' with some rodders with the 'know-how'? With all of the rodders in Missouri (and else where) I can not believe this is an isolated case that I am working with?????? A question, Rusty; if you were the inspector in Springfield and I came in to talk to you, "how might you help me out"??? Just wondering. Thanks, Twobit
Missouri inspections of any sort....ie safety, emissions, and in this case ID/OD, MUST (emphisize MUST) be conducted at the inspector's place of business. This is a hard and fast rule as outlined in the inspector's handbook. I think it's even more a MUST since the revision in the inspection law a year or so back....the newest process requires photos of the car to be downloaded directly to the state capitol. Failure to abide will cost the inspector his license, and his place of business, at best a suspension of inspection operations, all the way to revocation of inspection station credentials. Just went thru this with an out of state purchase in an attempt to obtain Missouri ***le. Bite the bullet if you want a Missouri ***le.....tow it, haul it, or have it hauled for ID/OD verification. If it's a driver with out of state plates and ***le/registration, there should be no problem with driving it to an inspection site. If you are in Springfield, MO, go to Beetle's Transmission Shop....LONG time gearhead. He can set you straight. Talk to Beetle, his wife Wanda or his shop manager.

Do you have a truck that you could pull a trailer with? If so rent a trailer or tow dolly from a local u-haul. Tow dolly will cost you about $35.00, that is a lot cheaper than a roll back. If you can find a trailer and can set something up Aug 21st late or the 22nd I will be around for the swap meet then heading to Mokan for the H.A.M.B.drags. If I can help you out by pulling it to a station I will, but I don't have a trailer.
Colorado is the same way. All out of state vehicles have to get a vin inspection before ***le can be put in your name. Glad I have a trailer I've used it a lot. I've heard in Utah the cops will come to your house to have a look.
The HiPo told me I DID NOT have to go thru them, but since I had already began their paperwork, it took me almost a year to get it all done, I used Broadway ***le. I did the HIPO inspection, it works.
dan hey had the simple solution do the out of state thing until you can drive it. if it's off the road your state could care less where it's registered.
An ID/OD does not have to be completed by the Highway Patrol. Do you have anyone who owns an inspection station nearby? I would not worry about driving somewhere to obtain an ID/OD or Inspection as long as you alert your inpsection station that you are on your way and then tell the Officer to call the inspection station to verify or something to that matter.
As a final report on the ***le problem; I have a ***le and plates for the car that we have been talking about. A lot of misinformation from the girl at the license bureau and a lot of suggestions and encourage from the HAMB. The question now is; why did I not receive a registration paper? You should have recieved a copy of your ***le application from the DMV. That should work as your registration.
The last time I was pulled over by a Missouri State Trooper, all he asked for was license and proof of insurance.
Your registration is the piece of paper that shows how that you paid your personal property tax and for the tags. It should be in a yellowish envelope?
Get a uhaul trailer.Take it to the Hiway patrol and be done with it. I am lucky enough to have the Vin verifiers phone number. She just comes to my house. The best part is that she is a hot rodder and also a harley enthusiest.
Go to Fulton Rental , I think they are still in bus. Best place to rent a tow dolly with no questions asked.
twobit, if you have an in with the MHP, why not just get a replacement VIN tag from them? they can issue a new tag when they do the od/id inspection. **xl
I had the local Jefferson county police do my inspection... Called the business line number and they sent an officer. I did not take mine to the highway patrol. A buddy of mine just did the same thing with a 32 pickup and he lives in saint louis county.......
