As far as i can tell, i would ***ume its either a bumperette of sorts or off the very front bow of a small yacht that hold the port and starboard running lights......Anyone have any ideas?
***uming it is a boat light, I would speculate the oval opening in the top also contained a small lens to allow the boat operator (captain ?) to monitor his lights, in case one burned out a bulb.
Looks like a small outboard boat motor engine cover. I could understand why they would beat on it. edit: I see a few of us were typing at the same time.

Definitely a boat marker, the oval hole would be for the streamlined flag pole that likely stuck out of the top!

Ok guys I think your close Its a cover for an anchor and the chain goes through the hole ,Explaining the marks on the side.
