Is the a special name for U- Bolts that have the flat surface on the inside ?

If you can find a spring shop where there's still a blacksmith they make their own, and certainly could flatten the inside radius. That said, the only spring shop with a blacksmith left in New England to my knowledge is Palmer Spring in Providence, RI.

Try Nacewicz bolts...you can find a crude webpage to order a catalog. His selection of early Ford bolts gives you a pretty good selection of nice looking stuff that does not scream "Home Depot!"
