Water is put in the cooler and as you run down the road cool air is pushed into the cab. This gives a feel of cooler air. Like Copy cop said old school A/C..Works like a swamp cooler.
You are looking at a Window Mount Air Conditioner . They are a wind driven swamp cooler .Many types and styles made .They do work but most seem to be car show ornaments these days.I'll bet someone on here, after you get a Blast for not knowing what it is will post either a magazine ad or article all about them. No Junior they are not Elephant *****s.

There is exelsior in there which is wetted. The breeze blowing through the unit evaporates the water making it seem cooler in the vehicle.
I think that's a Webely-Vickers "Auto Cool-O-Tron 9000". At least that's what they used to call 'em in the old J.C. Whitney catalogs.
