    URGENT LEGISLATIVE ALERT

    Utah Bill to Ban the Use of Aftermarket Exhaust Systems is on the Move

    A subs***ute bill (S.B. 106) to ban the use of most aftermarket exhaust systems has been introduced in the Utah State Legislature by Senator Patricia Jones(pjones@utahsenate.org) and p***ed by the Senate Transportation Committee. The bill now moves to the floor of the Senate for a vote by all members. Under the subs***ute bill, all vehicles must be equipped with an exhaust system that is “installed by the original manufacturer of the vehicle and is not modified; or meets specifications equivalent to the muffler installed by the original manufacturer of the vehicle and is not modified.”

    We Urge You to Contact All Utah State Senators (List Below) Immediately to Request Their Opposition to S.B. 106

    • S.B. 106 ignores the fact that aftermarket exhaust systems are designed to make vehicles run more efficiently without
    increasing emissions.

    • S.B. 106 does not supply law enforcement with a clear standard to enforce, allowing them to make subjective judgments on
    whether or not a modified exhaust system is in violation.

    • S.B. 106 fails to recognize that aftermarket exhaust systems offer increased performance, which can make a vehicle safer by
    improving its ability to merge, p***, travel uphill, etc.

    • S.B. 106 would make it difficult for hobbyists to replace factory exhaust systems with more durable, better performing options.

    I hear gov't restriction stuff like this and then I think of some stories like " My ****in neighbors are ***holes because they complain about the straight pipes on my car........................."
    Doesn't every state have laws about not modifying an exhaust to make more noise than the original?

    Right.... so what your telling me is that I have to put a single pipe International exhaust from a straight six on a swapped v8 that requires two exhaust pipes? Hmmm... allow me to break down the complexities:

    - International no longer carries or installs these exhausts

    - You cant get proper original spec gaskets for these exhausts

    - They think having only one manifold exhausted will cut down on noise and smog? I can't really install a pipe on each side... that wouldn't meet original spec.

    - Can I fit the original exhaust between the frame and the V8... nope not without breaking the modification clause.

    - Can I attach the original exhaust to my manifold without modification? Oh wait yes... of course you want me to cut up my manifold.

    etc... etc... etc....

    Our politicians are idiots.

    Are there facts to back up this statement? As far as I'm aware, many (most?) aftermarket exhaust systems could careless about emissions, it is all about performance.

    This is realistic, it would be nice to remove the subjective judgments that cops make and have actual noise standards.

    This is quite a stretch.

    I don't see how it makes replacing exhaust components more difficult. The bill clearly states that the aftermarket muffler must meet the same specifications as the OEM unit. That seems reasonable to me.

    Let's see here, rip out the factory exhaust, put on straight pipes, then ***** because you piss of people and they take measures make you quit rattling their eye teeth as you drive by. Personally, I hope they take every ****ing Harley with straight pipes right to the crusher. Around here, that would easily be 90% of them.

    it's says “installed by the original manufacturer of the vehicle and is not modified; or meets specifications equivalent to the muffler installed by the original manufacturer of the vehicle and is not modified.” which means taking it to the dealer to install a like stock muffler and that most early cars have 1 pipe and muffler from the factory............that sounds reasonable to you. why mock a en***y that is trying to help keep our cars legally on the road, you do realize this is a hot rod board don't you ?!?!?

    also did you consider the ramifications of this, what about the jobs lost at the regular muffler shops and the major cost increase if we had to go to the dealer only.

    Done. Thanks for the heads up! If you hurt the hot rodders in Utah, you're going to hurt the economy. We have quite a few large events here that really help smaller communities, and hurting their attendance will impact our economy as a state. That was angle I put in my letter anyway....

    How can you oppose this bill but support the banning of ****-can mufflers on imports? I say they make the law applicable only to foreign vehicles. :D
     
  12. Absolutely! I'm sure there can't be any more urgent matters than exhaust tampering in UT! :eek:

    Considering the state of the economy, it makes no sense to create legislation such as this. And if there are any aftermarket exhaust mfgrs in UT, what's it gonna do to them when they can't sell product? Yep, it's gonna put them out of business and eliminate jobs...and for what? Some kooky feel-good legislation :rolleyes:

    Oh great! You're right. Glad I just fired off an email regarding SB 106 and how it impacts hot rodders! They're going to think I was saying that hotrodders should be allowed to drink and drive!

    SEMA, what's up with this? I guess I should have checked, but I thought you would know what you're talking about. Lesson learned I guess......

    I am not a fan of more laws at all .This should not affect the hot rods we drive .
    In pa we need a hot rod plate on our custom cars to begin with .The cars are already modified so there is no stock exhaust or anything else stock for that matter .thats 1959 an older . Im not into tuner cars but those guys should be worried. Not sure what there is to gain by keeping cars stock .stock ****s .

    There is always a reason and probably a number of complaints behind every bill like this.
    Be it the guy from here who thinks he has to run open meg headers on his coupe to be able to enjoy it or the new Harley owner who puts straights on his Sportster or the the guy with the ***mins powered Dodge pickup who puts a pair of six inch straight stacks up though the bed of his truck and adds a jake brake to it or last and not least these days the local high school kid with the fart pipe on his Honda who thinks it is necessary to run around town in low gear at four grand so everyone can hear his pipe. Each can take a bit of the blame for legislation like this being proposed every time it is.

    Pennsylvania has tried this one at least three times now and each time it gets shut down. Doesn't stop them from trying though. I'm just as worried about the California thing requiring rods top meet current emissions which will eliminate all vintage engines and drive trains. There is talk of mandating CAFE, (mileage), requirements as well. We all need to be vigilant as things that start in one state seem to spread, (particularly in California).

    Fortunatly, most legislation that has recently p***ed has been rod friendly. Usually things like the exhast laws are the result of some round table meeting where some poli***ian is pissed at their neighbors kids Honda.

    Just keep our eyes open and don't be afraid to speak up. The ultamate equilizer begins with "We The People".

    Please re-read the sentence: "installed by the original manufacturer of the vehicle and is not modified; or meets specifications equivalent to the muffler installed by the original manufacturer of the vehicle and is not modified."

    That does NOT say you have to take your car to the dealer. It says the replacement muffler must be equivalent (in specifications) to the stock muffler.
     
  25. Here, it just has to be quiet and if it's new enough have a converter (or at least appear to have one)... why is that so hard to write as a law for other states? Make a decibel limit and keep emissions equipment if originally equipped when new? You could boil it down to one paragraph.

    Well, as long as a bill like it doesn't hit Kansas I'm good to go. At least they measure decibels from a distance and not right at the tailpipe. Gonna be hard for the cops to figure out at highway speeds which car made that noise and then be able to prove it AND catch them. GOOD LUCK ****ERS trying to enforce this one HAHAHAHAHAHAH:D.

    ahhhhhhh, for once im glad i live in comyfornia:eek: my cousin will be glad to here about this, his 90 somethin tahoe is registered here in cali cause utah wount let him reg it there because he has a rollpan and no rear bumper. cali may have ****py smog, but we dont have inspections like other states. lawmakers have their heads up their arss's.
