The short answer is no. That is a harness makers riveter, made for riveting leather, typically using split rivets. There are some brake shoe riveters that come up from time to time, they will look something like this - http://www.snydersantiqueauto.com/130 . They should be in a little kit, with a spotfacing tool to sink the rivet heads into the lining, and maybe a couple of dies to swage the rivet. Note that this tool clamps into a vise, and you use a hammer to swage the rivets, that way you get enough clamping force to hold the lining in place.
It won't work. IIRC, you need something that installs "star set" rivets. I worked in one shop that did it years ago for truck linings. I never used the equipment myself and we got out of the relining and grinding business shortly after. Bob
