Bought one of those for my bike around 1950, got it from Pepboys. Probably about that price.

 

Nice score! Great price! From the looks of the mounting bracket, might it have been for a bicycle or motorcycle? It also appears that the bearings for the toothed wheel inside are adjustable. Definitely NOT made by happy Chinese children.
