Compare your crank and cam sprockets with another set,One time i bought a name brand timing set that had the keyway cut in the wrong place

Check your valve clerance, sounds like they are too tight.

  4. verify you are on #1 TDC by pulling the plug and putting a plastic cap in the hole. Turn the engine over by hand or bump it with the starter until you pop the plug out then check to see where your distributor rotor is pointing.

Seen plenty of timing sets get installed 180 out.

  8. How about your plug gap.

HEI requires .045 if I recall correctly. Any closer the dwell is to short and the ignition misfires.

  10. check to make sure your rotor and your wires are setup going clockwise. Helped a guy one time, he put wires on going in reverse.

  11. Check with pertronix on plug gap. Made this mistake before and it sounds like you're shooting ducks.

There are caps that have the firing order re-ordered so the plug wires come off neatly. But they are street rod stuff and a quick inspection on the inside will show you how they did it.

You may want to check rotor to cap clearances too. Make sure the rotor pointer is not contacting the terminals inside.

I know it sounds stupid but go through a process of elimination. It helps to write down what changes you make.
