I have found the Spal fans work very well. They have the least amount of static pressure drop when put against the radiator. You want to get one the HP models. They are rated at 2750 CFM and with pressure drop they stay at around 2350CFM. They are also one of the few fan companies that offer either a "puller" or a "pusher" fan. If you have the room use a puller.
why not an engine driven fan? my 51 has a 351w C4 works really well. never been hot. not even in traffic.

The man asked about an electric fan, obviously he has a clearance problem and can't use an engine driven fan.
I seriously doubt he has clearance problems with the 289/C-4 combination. I would use a good belt driven mechanical fan. I always use mechanical fans ... because I dislike electrical gizmos ... and their related problems.
Just wanted to chime in - I'm sure he'd much rather have the simple solution of a mechanical fan , but depending on which radiator you use , etc , even the 289 CAN have clearance issues . I'm building a '50 Shoe with a friend (his car) , and we're having issues with (mechanical) fan clearance with his 351W on Butch's mounts (running a Mustang rad - don't remember the year/style) , and will unfortunately be running an electrical fan . I'll be doing a whole buncha research on rads & such , as I don't want an electrical fan on MY Shoe project (302/C4 on Jamco mounts) . We'll see ...
What are you using for a radiator? If you are using a modified 8-cylinder radiator, it is no doubt still located on the back side of the radiator support. If you can find an original 6-cylinder radiator, it fits on the front side of the radiator support and gives quite a bit of room. I'm running one with a 302/C-4 combo and it's an easy fit with a mechanical fan, and has plenty of cooling capacity. If you run the 6-cylinder radiator, you will either need to find a corresponding front splash pan or trim the one you have. Good luck with your project. Shoebox Fords are cool.
