You could but as a safety caution it is better up top because they hold alot of gas and if there was something to hit or damage the line you could be in trouble.

I don't think it is a good ideal, fire waiting to happen, my 2 cents.

Could you make a skid plate to cover the bottom portion of the tank?
I've done it on Jeeps but the tank was raised and well protected.

I would NEVER put a fuel pick up in the bottom of the tank, why build problems into your car? If you get a leak your going to pour every bit off fuel out.

The tanks in '48-52 Ford trucks are tapped from the bottom with a manual shut off valve so you can turn it off to do repairs to fuel system without gas pouring out. The valve is somewhat protect by the sitting up high and in the frame.

Another problem is any water or sediment that gets in there will go to the bottom of the tank, and then right into the carburetor.

One reason your pickup is on top is to keep it out of the dirt that will eventually end up in your fuel. The dirt will settle on the bottom of your tank. If you mount your pickup there your in for a whirl of trouble later.
