38 Ford Standard ?

I am bolting the sheet metal on my 38 standard for the first time and am not clear about inner fender, side panel and fender order. Does the inner fender go between the fender and side panel?

 

When I did my car I put the inner guard inside the fender and then bolted that together and then the hood side panel went on the fener.

From memory the side panels have som "cut outs" or swaged indent to go around some of the inner guard to fender bolts. I think this is probably so that you can take the side panel off or working on the engine.
