Waxy layer on new gas tank?

I am getting ready to paint a new bare metal gas tank and it has some sort of waxy layer on it. Is this some sort of sealant or something that was left on during the manufacturing process? How can I remove it to primer and paint the tank? Some sort of heavy duty cleaner?
    Thanks for any help.

I will go pick some up tomorrow, is it in a spray can?
    Thanks again.

  5. i buy it in gallons. you could use lacquer thinner if you have it or reducer but the wax and grease remover works best. sometimes called prepsol, or final wash.

Like he said. Ask for a gallon of Prep Sol. (There are equivalent products that are just as good.) It does not come in spray cans.

Use two clean rags. Wipe on with one and wipe off with the other while it is still wet.
