I am completely new to the idea of building a traditional hot rod but my brother has peaked my interest with his car creation talents and I want to give it a try. I just recently bought a 2006 Crown Vic police intercepter and was thinking......"hey, wouldn't it be cool to transplant a 40's-50's Ford on Chevy pickup body onto the car's drivetrain." However, after some research I think it need to ask some experts before diving into this. Sounds fun but I thought I would get some advice. Would a frame swap of this nature be advised? Thanks.

Oh boy, your plan is not a traditional hot rod. Study the site for a long time. You will get a better idea.
