In a nutshell yes BUT Chrysler decided that manifolds should interchange between the 331-392 motors. To achieve this with the taller deck (block) 392 the intake ports were lowered in the heads. So if you wanted to bolt 392 heads on a 354 for instance you would have to build a narrower intake manifold.
In sixties drag racing it was common to use the straight port 354 heads on the 392 blocks which widened the distance between the intake flanges. Here spacers were used to accommodate standard Hemi intake manifolds.

The hassles usually do not warrant that kind of mix-n-match. There are some specific details that must be addressed if you put 392 heads on a 354 or one of the 331.
Naturally, there is no interchange with DeSoto or Dodge.

Only asked because had a chance at a set of heads, valve covers, intakes , pulleys, etc. Basically everything but the short block.

They would bolt on the single rocker shaft Windsor block of similar vintage.
Had to elongate the pushrod holes in the blockorsomething, so I have been told.Tom S. in Tn.

Windsor blocks are low deck blocks. As was said the intake would have to be a twin log or custom buil for the engine. Also the stock 331/354 W/P won't fit, nor would the 392 water crossover. all this is in the Hemi Tech Index.

    Will they bolt on ??
I know for a fact a Hilborn with it's seperate banks works like tits on a dragster.
But then agin, a Windsor block is probably harder to find that a hemi any more.

As was mentioned, 392 heads on a 331-354 block require a manifold with individual banks, like your Hilborn, but not many folks using something like that in a rod.
Stock water pump and cross-over? Some of us actually prefer the oem stuff to all of the shiverlay aluminum crap. ooops...did I say that outloud...??

Unless your talking coolantless drag racing, you'd need a custom crossover(if using a 392 or Chevy W/P) or a '54 intake or plumbing a dry intake for remote thermostat.

Typing too early in the AM....as already said manufactured 1 piece intakes wouldn't fit. So custom crossover or drill a twin log or a U-Fab single log intake made specialy for this combo for use with remote thermostat.
