Don't have an answer but if your trying to make your own wheels that you have centers for just try the boneyards and cut the centers out of a wheel with the ID you need. Just an idea is all. Missed the part about 4" being hard to find. Ya VW shells or wheels use to be easy to come by.

Might look at Volvo Amazon (122) they are 4" and the wagons are 4.5"
They have a Ford bolt pattern but that won't matter if all you want is hoops.

Problem is locating shells with an I.D. close to what you want, been looking for a long time. I really don't want to "turn" the "character" out of the centers.

Cut the centers out of some steel space saver spares. I used some gm 16"ers to replace the rusted out rims of some wide 5 wheels I had. Do you have a dimension for the centers your using? I may have some 15"s around that I can check the sizes on.

When I was looking for 4" wide rims several years ago I was told by a wheel manufacturer that the only supplier of 4" rims stopped making them. I used GM space saver rims.
