No, not a '63 Caddy hood bar...Looks more like '56 Caddy to me...altho it's too pointed and too narrow for either year Caddy...an actual dimension may be helpful...

its 36 inches long and 4 1/2 inches deep.

cool!! thanks. im leaning towards 56 cadillac. i had someone email me pics of the underside of a 59. totally different. if anyone has any pics of the underside of a 56 that would help out.
