3 month back and forth with a lovely lady from the DMV. Make sure you keep every receit for every part that you bought and put on your car. If you bought parts out of state and didn't pay any tax your going to have to pay a Wi. tax on those parts. Send 4 or 5 pictures of your car and tell them it's worth 2500 bucks isn't going to fly. I know I won't build another car from the ground up anymore, too much bs. = taxes.
WTF? You think its tough over there to get a car Rego'd? Get real!! You have had it so good that the slightest bit of adversity and you are ready to pack it in? Revel in the ease that you enjoy. Doc.
If you bought parts on the internet, if there is a Wisconsin interstate tax requirement, it is up to the seller to collect it from you and pay it to Wisconsin. If there is no interstate sales tax law in Wisconsin, the state can't collect it. But check into yourself. I'm sure 95% of those parts were bartered, swapped and traded for - right ? and all the parts reciepts add up to $ 2,500...........
If the seller of parts doesn't have a physical connection to the state you live in (i.e. offices, warehouses, etc), then they are not responsible for collecting your state's taxes, but you are still responsbile for paying them yourself to your state. Unfortunately.
Wisconsin is most likely a lot more like Illinois now, you need a bill of sale with the stated amount and then you get a bit creative on the build reciepts if you are daring. More strictness on the tax than the actual rules and testing of the final product. I'd say the boys here from NZ and Australia are feeling the regs on the actual final product. We are lucky for now but you see that it might just be possible that because we get all crazy at the slightest hint of pizzle from above that they haven't yet unleashed a full on **** storm of regulations down upon us. I think we still live in a place where crying gets a result, just hope nothing out cries our cause.
I was told these out of state tax laws & taxes on the parts you might have bought 10 years ago and put on your car all have to have proof of a taxes paid. They will also go back to a 3rd or 4th party sale to find what the car really sold for. If you and the 2nd party lied and the 3rd party was honest you & #2 could be fined & jailed. They want those tax dollars boys & girls.
That is correct. Post #3 is wrong. Save your reciepts (or make some up). In M***. to get a ***le you must pay the sales tax. I think if you buy parts out of state they call it a use tax, but it's the same thing.
AllI can say is Thank you barrett jackson and the tv shows our dopes at the state capital watch too, now they see thet are missing reveue on all these cars , and the rats yup they started it too everybody wants so damm much for their stuff now, I,ll bet there a slug a guys on here tha have sold stuff for huge dough and surely did not report capital; gains and their goin to be checking that next you watch in each state

Doc, You probably can still register a T bucket....we can't. BTW, on our state tax forms, it asks for the cost of items purchased out of state and on the internet. They want that tax. Also, the head of the state DOT here has been known to frequent car shows taking plate numbers and notes about the car. This is in regards to our Collector tags versus Hobbyist tags. Collector means no mods, Hobbyists tag is where the home built, modded, rodded stuff goes. of course you can avoid all that and just register your vehicle with the regular everyday car tags. Then they ask no questions.
besides in wisconsin any car in plain sight must display plates . reguardless if it is a running vehicle or not .
.........Wisconsin Dept of Transportation can also make you get a safety inspection on your hot rod also......seems like thay want more tax money and control of hotrods.......My suggestion....don't wait to long to get ***le transfer and plates on your project car......you may not get it in a couple of years........I'am sure other states will get tougher on their laws also
I am about to start the process that will hopefully get collector plates on my car. I am not digging the process here in WI. The wait time is the only thing that bothers me. Other states seem to have it much worse than we do.
Don't get the collector plates as they are for unmodified vehicles and they can be taken from you if you use them on anything else. Get the Hobbyist or regular plates.
Wow. One good thing about living in the (nothing is) Free State, registering your old car is a breeze. Get a historic or street rod plate and you NEVER have to get inspected or go through emissions. There are "regulations" on when you can drive the car, but the cops don't care. I bought a 1955 Maryland plate to use on my car, and all you have to do for that is get a separate registration and keep your other tag in the car. I've been out all hours had a local LEOs pull up and check my car out, asking me all sorts of questions about it and telling me about the car they are building. The powers that be still seem to like cars around here, fortunately. The only downside is to get a historic or street rod registration, the car only needs be 20 years or older. So now you're seeing fox Mustangs and 3rd gen Camaros with historic plates. I don't know what effect this might have on the legitimately "old" cars, but here's hoping......
We are still really lucky here in MI, but I'm quite sure it is only a matter of time when they come a knockin on the door. We can register and run year correct plates on our cars and it is really easy to get it registered, down side is the cops are starting to stop us because we are only suppose to drive the car to a car show, I've been stopped three times already by the state cops so it maybe time to get regular plates.
"COLLECTOR" plate is OK, if, the photos you send to DOT show the car to be unmodified. "HOBBYIST" plate, DOT may require a Wisconsin State Patrol vehicle inspection. "HOBBYIST" plate is a "specialty plate", does not exempt the vehicle from any vehicle equipment requirements. You DONOT have to get a "HOBBYIST" plate, if your vehicle is modified. Get a "HOBBYIST" plate and DOT will brand your ***le "street modified", "replica", "reconstructed" or "homemade". Annual registration is less complicated, usually, no waiting and your ***le is not "branded". Other than the one time registration fee, the rest of the hoops DOT has you jump thru are a PITA PM me, if you need more info. Curt R
what if I already have the car ***led in my name and just want to change it to a modified ***le so I can run hobbyist plates? I do not currently have plates, just a ***le. and if the car isn't finished? It would seem to me that if I already have a ***le in my name, that means I have already paid taxes on it, and therefore it is irrelevant what it currently looks like, etc... so getting the ***le and registration change shouldn't be a h***le. I already have 3 of my cars ***led as hobbyist, but before all the changes.
I'm in Indiana so all I can really add is some levity... I registered my car as soon as I got it instead of waiting to worry about any problems later on. Besides, I already have plates.
Applying for the "HOBBYIST" plate, DOT requires photos of the car. If, DOT does not agree that your car should be cl***ified as a "street modified", they can require a State Patrol inspection or DOT can recl***ify the car as a "homemade" or "reconstructed. If, the car is recl***ified as a "hmade" or "recon", the car must be reconfigured to meet 2011 Federal Motor Vehicle Safety Standards. If, DOT agrees that, the car can be cl***ified as a "street modified", then, DOT takes your money, issues a "branded" ***le and your "HOBBYIST" plates. One way, the car becomes garage art, the other way, it's a driver. You takes your chances. If, the car isn't finished? I don't know what DOT will do. For the "HOBBYIST" plate, when you send in the photos, I would be surprised if, DOT issued plates for a known unfinished car. Give them a call, 608-266-3041. "getting the ***le and registration change shouldn't be a h***le". I agree, it shouldn't but, now that DOT has changed their procedures, it has become a h***le for some people.
Well, I cannot add much to this either except I saw what is probably more of a crime than posting about a r#& r*% here.... I saw a volkswagen pickup truck and a Plymouth K car both with Ohio Historical tags...(30 years old, annual mileage limit)
