Without knowing your wiring setup It's tough to guess. Most systems have power to head and tail/brake lights without going through the ignition switch. peace

I used a rebel wire kit on my build, the headlights, taillights, and brake lights all have power with the key off.

I'm using the 9+3 harness. Headlight power comes from the fused 30 amp circuit in the top center. This is a direct connection to B+. To find your drain hook up a voltmeter to your battery, verify you are dropping voltage and remove fuses until the drop goes away. Once you find the circuit causing the drain follow it through till you find the problem. Good luck.
Btw I did a schematic of the fuse panel but its on a spreadsheet and I don't know how to convert it. Tried jpeg with no luck. If you still need help pm me with your email address and I'll send it to you.

Check your switch. You can read between the contacts with an ohm meter and see which one isn't opening when the switch is pushed in. Sounds like you might have a bad switch. Do any lights stay on?

I can't speak for all, but most of the after market wire harness shops have headlights, tail lights, brake lights, horn and emergency flashers on the hot side of the fuse block. Basically the essentials if you were ever stranded on the side of the road at night.
