There is a fiber washer on this long bolt sealing it to the outside of the canister. Inside there is a spring keeping tension on the bolt. I need to replace the fiber washer but can't figure out how to get the bolt out. Any ideas?

Typically, the bolt was "upset" on the inside to retain everything in place. If you want to get the bolt out, you either have to remove the offsets someway, or just force it out. In either case, the retained bolt thing is gone, and you will have to stack it up like any other assembly.
