Hello, I am stripping the top on my 55 chevy. I went ahead and sandblasted the top, but it still had a couple spots of black rust that I wanted out, so I bought some rustoleum rust stripper. I thought the rustoleum was just naval jelly, but when I went to take it off the metal with water it flash rusted instantly and I said "that does not seem right". I got on the rustoleum website and there rust stripper is 80 percent hydrocloric acid "which I read is muratic acid". I cleaned the metal with water and paper towels and then I applied real naval jelly which stripped the flash rust, I scrubbed the naval jelly in then cleaned the naval jelly off with water and towels. I then applied ospho to keep it from rusting until I get primer on it. Is that good? I do not want to have paint issues later. I DID NOT plan to use any muriatic acid on the car. Any help is appreciated, Thanks.

Baking soda, lime, soda ash, caustic- any good base will work.

Exactly. Acid is an acid of course. Baking soda is a base. The combination brings it back to a neutral state. The water is just there for application.
