thanks, no name on it at all. the collar on the shaft slides and there are br*** tabs that retract at the tip.

There was a tool very similar to that to help line up heads on flat head engines. There were stepped inserts with a hole in the center. You put the small end of the insert into the threaded hole. The section ahead of it was slightly larger so the hole in the head for the bolt fit over it. This aligned the head. You started the other bolts and then inserted the tool in the inserts and pulled them out. Your tool is probably for something like that.
It's a lifter puller, usually they are hard to get out. Probably can change the tip and use it to pull those stubborn valve cores also.
Doesnt look even close to my lifter puller not that It cant be. Almost look like a "frozen" bolt remover That you hit with a hammer to "wake up" those stubborn bolts
