    Bulbs are mounted into the headlight bucket, and then the bucket is installed from within the fender. Bucket can/should be modified to allow for adjustment from behind.

    Or, with the magic powers of imagination. whichever you prefer.

    I did mine similar, drain hole goes inside front fender. I swapped the adjustment screws around and welded washers on edge on the heads so I can easily reach inside the fender and adjust the light.
