If you feel confident that the vehicle is not stolen, and in California it is not in the system (they drop after 5 years) and there is not a out standing non-op you should be safe.
Here is my history, bought a 55 F-100 with a bill of sale that was good, but someone had started a non-op and when I showed up it had been 4 years non registered, and the non-op had not been renewed,,,$550.00 back fees.
59 Ford panel from a junk yard, stared paper work on Wednesday at AAA. Sat pulled the almost dead panel out, took to the scales (rego by weight) then drove to the AA where 40 minutes later saying that it had been in my Uncles back yard for 20 years, the woman clerk went out to verify the VIN and said she wouldn't get anywhere near the dirty nasty truck. I read her the numbers and 15 minutes later new plates.
1946 Ford Ute, that was a tough one, no titles on vehicles on Ausie vehicles. Called a outside vendor/register that came to the house for a lost title. She new nothing about old cars, I told her it was a 46 Ford truck, she hadn't seen one before, I said it was rare. I read her the VIN numbers, she filled out the forms and a week later new plates.
59 morris minor traveller. I put it on a trailer and took it to AAA. Lost title, it had been out of the system for over 5 years. Filled out the form that it had been stored off street. They went out and verified the VIN and 20 minutes later new plates.
And I have more, but the issue was that I was mostly sure the vehicles were clean.
And you are taking a chance, and for me it depends on what I paid, bunch of money - Give me the Title,, Cheap, I'll take a chance.
It seems like, for me, that as long as it wasn't stolen CA was happy to get the Rego money. Just get your duck in a row.

3 ways to go about it.

    1. a title service company. such as broadway.
    2. title 42
    3. or know some old school guys thats been doing this for awhile. Hand them a hand full of vin numbers and they turn them into clear titles out of states that do no require titles.

Im not saying I have done this. Nor am I saying you should do this if you know someone who can do it for you. And hamb police and mr. moral dont jump my ass. im just saying you can even make up a vin number, stamp a tag, and turn the numbers into a title. Dont do this because im sure its easy to get involved with the wrong people.

  5. If it is a California car it is no longer "in the system" after eight years (unless it was reported stolen then it STAYS in the system) ... if its been less than eight years and its still in the system then all the back fees have to be paid up (by your!) before it can be registered on the road ... if it is from out of state then you have to get a release from that state before it can be transfered to california.

At least thats what I encountered when I registered a chevelle (out of system) and Camaro (in system, fees due) and Corvette (out of state transfer) ... they abo0ut shit when I registered my 59 Sedan Delivery ...... it hadnt been registered in forty years!

Like someone said , get an appointment and go to DMV.

Yes,I have been,But bear in mind it is a felony in most states to alter or change a vin# on a vehicle. If you are involved in an accident you could be totally screwed. Also if you have the vehicle insured your insurance company will be checking to find a way to get out of paying the claim.

Have you actually researched your own state law ?? Where is the car from, where do you want to title it ?? I can buy anything 35 years old or older using a state form to transfer ownership....it doesn't need to be notarized, but cars 1950 or newer do need a VIN inspection, I then have a fresh KS title in my name in about 1 week....I know about KS, I have no idea about NV, or CA. Apparently you might want to actually ask how to do it at the DMV or treasurer's office, or wherever you register a car...in whatever state you intended to do it.

I would have the Seller Jump thru Whatever necessary hoops needed to get a Title for it Before you pay for it it. I bought an old Truck From(Title State) FL., seller promised a title and didn't deliver. Cost Lots of Time, Money, and Aggravation.(Thanks, Ma. RMV) I'll never buy anything without a Title Again. Your experience may vary from state to state.
