    I know nothing with the government has to make sense but if they won't recognize the factory # as a VIN what right would have to remove it? I guess they will have me grind the numbers off my 34 frame, all 3 places, and remove the cab from my AA to do the same. My father and I restored a 40 Ford ragtop. If that were rodded I guess not only the frame #'s but the ones on the firewall? I can see it now. MA doesn't know what they're doing. Someone finally gets the new Title/VIN sticker, sells the car out of state, and that state says " What the hell is this, you can't register that!" At least the factory issued # would be there to fall back on for the "NORMAL States".

    Kicking this thread back to the top. I will be going to the meeting. Please attend we need everyones support.

    2 Many projects I can feel your pain and frustrations. I have a project build in the works consisting of a bare body shell, a home built frame and donnor drivetrain with various acquired parts. Hardly any receipts. No vin/serial number etc.

    I spoke to a couple of them 30 minutes ago.
    Trust me on this one............You will not be happy with the answers they provide you with tonight!

    then it really is not a horrible deal, not perfect but not the end of the world. Street rods and customs are exempt from emissions testing period. Replica and Specialty constructed would be held to the year of engine. So if you built a speedway T bucket you would want to use as old an engine as possible for testing, that would kill putting a newer engine in a T bucket. Special constructed are cars that do not resemble anything factory built, so same deal with the wanting to use an older engine. Is this what you were told?

    Hypothetical:

    '31 Ford coupe body real steel w/numbers and matching title
    '69 327 chevy motor
    4 spd muncie
    repop '32 frame rails
    9"rear end
    '40 steel wheels

    Whats it gonna be??
    looks like a 31 but the frame is different
    motor isnt stock so now you fall under '69 safety standards
    vin is too short for new computer to recognize

    So... Custom, Street Rod, Special construction...ALL options dissolve the original title and vin!
    Now you sell it to a title necessary state,
    they run it...
    now its the same as a salvaged vw dune buggy
    IF the purchasers state will even recognize the new MA system!!

    This is only ONE aspect this will change!

    Where can i find the full text of the law? What does this mean for a 1948 titled vehicle with an 6 digit vin and antique plates?

    It's going to get real interesting when they tell a "K" code mustang guy he needs a new compliant VIN.

    I don't understand why they had to make any changes, just add the kit car stuff and whatever else...ya don't throw the baby out with the bath water. What is the new fee schedule look like with the changes? The whole thing smells of a new fee (tax) on the hobby and make a change in the excise rate. The state is looking for new revenue streams...that part of it hasn't been seen yet...

    These are all questions that I hope will be addressed tonight.

    At what line do they consider a stock car altered to any extent is derived by the inspector or the DMV which is scary. It would be hard to prove that an all original deuce coupe is exactly that anymore, especially if an old vin is no longer recognized by the state.

    youve got about three hours to post concerns, I will take an overview of them and try to address the panel tonight, if Im allowed to speak Ill try to get some answers for you.

    Hopefully we can find some common ground and get the results to help us out!

    Unfortunately I just saw this posting and can't make the meeting tonight. After reading the new regs it scares the s...t out of me. It could eventually affect several vehicles I own as well as a couple in progress. One of the most troubling things I see is how vague it is...the word "may" is used frequently and leaves a whole lot up to interpretation. Dependent how this goes tonight does anyone feel another forum could be assembled in the near future or would it be better to start sending around a petition and putting it in the right hands. Being an election year I would think that there may be a few politicians that would take notice if we could assemble enough votes. If those of you that attend tonight could give us an overview it would be greatly appreciated.

    I had the idea of sending an email to my local rep who is an old family friend to let him know of the goings on. I feel like, at this point, that a more concrete resolution/solution should be talked about and put down on paper DEPENDING on how tonights meeting and others' dmv experiences go.
    No sense goin' in guns blazin' if they are actually willing to listen...

    Id be willing to bet this will be it...remeber this was a law passed by the house and senate and signed by the govenor...this isnt an issue with the "take a number" spool at the door. The fact that their even is the possibility of a disscusion is rather refreshing!

    I havent made any efforts other than sitting on my butt instead of being in the shop!:eek:

    2ManyProjects is the one who brought this to the surface and hopefully we all can make something good to reverse his misfortune!

    went to the registry today. i have a 29 model a coupe,i have had the title from mn for a year or so with an open date.i bought the stock model a there with the title. i got scared over this discussion so i wanted to get the tax paid and pay for the title before they come up with another law. i always worry when i go to he registry for fear of something on the title is filled in wrong or something. everything went through ok.(other than being ripped off for $800 in tax)so i wonder when the snag comes in. must be at inspection? i guess well see

    Most of the law says "May Require". Curious on what happens when the require inspection. Do you just walk out to come back on your own for inspections or somehow do they freeze your paperwork and force you to do it within a certain time frame? It says they will accept another states applied VIN. My car is not complete but would like to beat the emission deadline. I have a MA title in my name when the car was purchased in 09. 10 digit CA VIN tag beginning with DMV and ending in CA. Don't want to be forced into an inspection, no floors, no firewall, basically a rolling shell with motor and trans. I'm sure a VIN inspection at this state would go over good.

    I did the same about 2 hours ago because i got nervous over this thread! they took me for $538 but they gave me forms to fill out and send in for a tax abetment

     
  30. whos going tonight ?? can someone video tape ??? this shit is getting way out of control ... i hope theres updates tonight on this . The funny part is that im doing a engine swap and can't make it . .... we dont need no stinking plates in tha hood . hope there some good info . someone should get a news station out there ... who has pull???
