That's a policy... it is legal to sell handguns person to person but ebay has a policy against that... the question was regarding legality.

Engine numbers for Vin. In the old days a lot of cars used the engine number as the identification number and when an engine was changed the papwer work was supposed to be updated. I got a letter from the DMV stating that someone was "restoring" a model A pickup and had my old engine number for my roadster. I agreed if the guy actually had the engine and was restoring the truck he could have the vin and I would take a new ***igned number.

while it was common to register Hamb friendly cars,(early) another issue is muscle cars. I know of a guy who tried to p*** his 70 Cuda convertible off as a Hemi, due to a ***le error. He also has a ***le,vins, and K-member for a wrecked 68 Hemi Charger. If one was to buy the numbers, and put them on a 318 car, and then sell it(and they all get sold at some point), then that person committed fraud. SS chevelles,Camaro's, ETC, are big money, and seem to still be popping up. While myself, and many others may not consider re-bodying,or extensive panel replacement of an original, ***led car fraud, if one was just to buy the numbers off the wrecked car, and rivet them to the clean, rust free 318 body, without changing, or reusing the original structure of the car, then the buyer is not only being defrauded, but will perpetuate the fraud when they sell the car, albeit unknowingly.
I have a frame with papers for a 51 Henry J, that can be sold for use as a kit car, or resto project. I had a guy out of state try to buy the ***le and vins, and if it weren't for an earlier thread here, i would have done it.
For me, I'd frame the old ***le, and hang it next to my license plates

In some states they are worthless as an ownership trail even if you have one that matches your vehicle.
