What sort of puller can be used to remove a 34 plymouth steering wheel that has never been off and appears to be frozen on the shaft?

Welcome from Indy. This is the intro page. Read the sticky, do the intro thing and then post your question on the main board. All the experts are over there, we are just doing the "welcome to the HAMB" thing over here.:D

The wheel is sitting on a taper with a key. Put some penetrating oil on it overnight, undo the nut level with the top of the thread, get someone to put their knees under the wheel to pull it upwards (real hard) and at the same time place a short piece of bronze bar onto the thread/nut and whack it ONCE only with the biggest hammer you can find in the neighborhood. Don't ***** around with a small hammer, you will stuff the thread.
