Rochester single barrel model b carb problems

Hey all, got a Chevrolet 250 with a Rochester b single barrel acting like the idle circuit is not even there. Won't run worth a darn under 1500 rpm. A kit is in it, I cleaned the whole thing well, timing is at 9 before tdc, all valves are set correctly. Oh, it is running a hei dizzy (not my idea). Anyone have ideas? This thing has been boggling me for days.

If you are confident of the carb rebuild look for a vacuum leak, make sure you have the right base gasket also.
