Mass. fender law?

Anyone know the current law?

 

Any car 1948 and older,does not need fenders.

Seems like sort of a strange place to draw the line, but I guess the law makers felt they had to draw it somewhere

 

A buddy of mine bought a T bucket and was told by someone that he needed fenders.
