I have a 1929 model a hot rod. on the lower side of the dash on the passenger side there is a small stem sticking out with a ball/hole on the end. (mount for something???) what the heck is it for???
Sorry couldn't resist that! it's probably the choke shaft tube holder. what engine does your "hotrod" have in it??
Choke rod. Bracket on the bottom of the dash and a hole in the firewall perhaps? (Okay, don't read this until you do an intro)

Exactly right, push/pull for choke, turn to adjust mixture. Edit: On those old Model A updraft carbs you had to choke it to start it, even when warm.
Since there was no positive accel pump (the function was handled automatically, kinda like on a Q-Jet secondary) the only way to get a shot of gas in for starting was to choke it, briefly if engine wasn't cold. The choke was springloaded so it would not stay engaged unless held...the enrichment function for warmup was meant to be handled by screwing out the mixture adjustment. Warm running setting on the mixture was a bit off the seat, meaning that the carb had a capacity to be leaned, allowing owner to find best setting for the particular engine and allowing it to be leaned out a bit for altitude.
