Ok well I surely do not know all the details but here is a link to where it was listed in the newspaper and it also references a Veterans affairs web site where the story came from http://www.advertiser-tribune.com/p...**ic-car-raffle-to-help-veteran.html?nav=5062 I can only guess that this has been run through some agency so that it is legal but that is only my guess
