Its the remains of the old blower mounted idler bracket, Its coming off sometime, It all looked to goofy to me so I went with a snout mounted idler, looks way better.

Langy....Been catching up on your work..... amazing!!!!! Is the wing nut you use to cap-off the headers a "Moon Eyes" tri-bar air cleaner nut???? Have a "Blessed Christmas holiday season..... and thanks for posting your work for all of us to see & LEARN from!!!!!!
Thanks for all of the info & GREAT DETAILED pics..... will do something like this with the headers on the Opel (someday ...ha). I will be also adding "lightening holes" ......

It's a funny thing though, I love this site, but a lot of the threads on here make me feel a little intimidated about showing my work.
