tool question.... how come no one makes this?

    We have a large box under the work bench that contains every bolt, in every length known to man, except the one you need.

    Greenlee makes a rod cutter that does just that, about 300 bucks when I got ours. Will have to look ,I know it has dies for 3/8 ', think also 1/4", and 5'16". Nice for cutting lots of threaded rod for hangers, etc.

    You probably won't buy one for the $29.95 or 6 bucks mentioned, but a good used machine lathe with a semi-skilled operator can make virtually any bolt or screw.

    Some of the early carburetor companies deliberately used non-standard thread to increase their parts sales. Have been making weird threaded bolts and screws for years using the lathe.

    Use a grinder with a .045 cut off disk. Cut bolt to special length then clean up the bolt end with the disk. Just like uptown.
