Help ID these racers from LA Colosseum

Had fairly good success with the first try at Legion Ascot

So I'm asking you guys again... This time the photo is from the LA Colosseum. Faded pencil marks on the back said: 1946

 

toml24 here on the hamb has written a very good book on calif racing from 46 thru the early 70s. If anybody here knows it will be him..

 

front row, blue 9 Johnny Parsons Sr.

 

Front row 6 is Henry Banks, originally from England. Back row 21 is West Coast Bill Cantrell, spelling, Pretty sure not positive.

 

Red 21 is Joe Garson, blue 10 is Danny Oakes, red 18 Perry Grimm. Parsons and Banks are also definitely correct.
