I have a 1950 chevy coupe with a leaky wheel cylinder. I pulled both fronts apart tonight hoping to just rebuild them with new seals. they both look like they have some flaking going on in there. can I hone that out or is a hone just for minor scratches?

Honing is only for cleaning up. If there is any pitting, replace them. If the pitting is minor you can clean them up and put in kits but they are so cheap these days it's not worth the bother.
I would just replace them. Boring and resleeving will probably run you about $70-80 plus you then have to buy the repair kits. Having done 3 vehicles, I found that is is not worth it to resleeve the wheel cylinders since they last for a while and new ones are pretty cheap. I do recommend resleeving the master if you haven't done that. The stainless sleeve will make it last forever and it is about the same price to do a master as buying a new one without the stainless.
