Ford f1 vent windows

Do the little br*** eye get installed before you install the vent rubber or can it be done after

 

You are gonna have to be more specific......I don't recognize that part. What does it do?

 

I recognise it and I usually install it with the rubber. if you put it after it will work the same but might show a little br***. it keeps the set screw from ****ing down thru the rubber
