    Is the adjuster rod correct.

Drum rear? Check the adjuster as mentioned. Also is it vacuum ***ist or hydro boost? Check those components as well for correct function. I don't know too much about hydro boost but with vacuum ***ist you will be able to get a firm pedal when the engine is off and when running you will have some "sponge" to it. A bit of diagnosis is in order. The adjuster screw is really what sets the amount of "play" in the pedal. I like I be able to spin the drum with the slightest rub of the shoes on the drum. But make sure you can still get the drum on and off. Hope that helps

Matched components? meaning that the mastercylinder and booster came off the same donor car as the frame did? If that's the case I'd go along with something not being adjusted right.

If it's mix and match parts the parts may just not work right with each other. If you didn't drive the donor rig before pulling the parts the booster may be bad to begin with.

If you have high pedal engine off and no pedal engine running sounds like booster is functioning...

Let us know what it ends up being. I'm very curious to know if it's not the adjuster
