Hudson skirts - how to mount

I have a '54 Hudson Wasp, looking to add a set of fender skirts, they have mounting clips/brackets. Will this require any additional mods to my car since it didn't originally have skirts (to my knowledge)??

 

Aren't the hooks in place on either end of the wheel opening? Sometimes these are rusted away or, if rust-repaired, not replaced.
