I can't tell for sure but it looks like it's raised letters and images. If so I would strip the remaining paint off and repaint it, wiping the raised images off.

If it's screen printed then restoration becomes more difficult and expensive. Once you get into the $50.00 range you might as well buy another fan on Ebay, one that has a good emblem.

You know it kind of has raised lettering?????. But soon as you paint the first paint on it would make the lettering almost not raised at all. So that would almost be impossible to do the lettering for the black lettering. And you would almost have to have a magnifying gl*** to do it. And I don't have that steady of a hand anymore getting to old.

How about paint it black then let it cure then paint it white and wipe the white off the letters.

As long as it's raised a bit you should be able to repaint it. After painting, get something like a piece of tanned leather and attach it to your work bench, minimally apply some paint remover to it (sometimes fumes alone will do the job) and gently rub the emblem face on it.

If it's not pitted you could get it chrome plated for cheap, or find someone like a pinstriper to hand paint it for you.

I found out how to clean the emblem up to look like brand new. Now it's just to paint the part's of the letters that are missing. And later touch up the gold after that the gold. Now I know HOW to RESTORE the EMBLEMS on the fans. Takes a long time to do it but it's well worth it to me I'm NOT going to sell the fans anyway. I like to collect the little fans and I happen to like taking them apart and cleaning them up. I do have a fan for sale a N.O.S. Fan with the rubber blades. When I get rid of that fan I will probably buy maybe a couple more fans to restore if the price is right then maybe sell the fan if I can get what I want for them. They look really good when they look brand new but a lot of time to do it mainly the cage and the emblem
