Can someone tell me what this is?

This has been on a shelf in a relatives garage for several years. I am ***uming it is a throttle plate for a EFI setup but am looking for more information. Was it made for a stock application for something or is it an aftermarket item? There are some numbers stamped here and there on it and on the throttle plate base it says Empire in cursive but that is it. Can somebody fill me in?

 

I'm guessing LPG

Propane throttle body, the "mixer" part is missing.

 

Called a diffuser, I think.
