This really ****s. The EPA is pushing to ban the sales and use of automotive refinish products to anyone who is not "Certified". Here are some excerpts: "....Feedback, thus far, has helped the EPA identify a frustrated base of shop owners who are eager to put an end to unsafe and environmentally damaging painting practices performed by some shops and do-it-yourself mechanics. Primarily they want a level playing field, said Teal. Theyre getting tired of having to comply with state and local regulations when there is a shop around the corner that doesnt have to do anything. This rule will [take care of that]. And its not just shops clamoring for change. Community groups have become incredibly active in their attempts to stop their neighbors from spraying paint at home in their garages at night, and to put an end to bad practices by certain businesses. No one right now has a way to shut those bad shops or people down. Thats what this rule isa way to shut them down, she said. Another component of the developing rule is a restriction on the sale and use of automotive paint products. Shops will have to meet certain certification criteria giving them the green light to spray paint. The rule will attempt to restrict sales of paint to people who are not certified users. These are the types of things that I need your feedback on, said Teal. During her staffs data gathering, Teal said shop owners have urged the EPA to tighten the language to include use restrictions as well as sales restrictions. The intent is to limit the sale of products to certified users, who then turn those products over to uncertified people." Like we all don't know a shop that wouldn't order us whatever we want. Laws like that just keep the honest people honest. Us "lowlife hot rodders" have always "found a way" and always will.
What'll happen to the tech school where students have to buy thier paint to paint at the school in the paint booth? That kind of **** would put the paint stores around here out of business. They make most of their money off people doing their own paint jobs....
LMAO. Besides here in Phoenix (as well as many places) you are not suppossed to buy fibergl*** in large quan***ies due to styrene emissions. I can have 10-55 gallon barrels here tomorrow, great law.

i wonder what they mean by certified. i have some ASE certs in auto body/paint and i've never worked in a bodyshop (owner was paying for my tests so i took extra), i was going to take the icar cl***/test but it was too much $$$.

Not necessarily just paint bro..........last summer (2004), a friend of mine got busted spraying PRIMER in his garage with the door open. First offense, $500.00 fine! The powers that be are trying real hard to kill the home builder. They want us all to drive new cars that no one can work on but the dealer. For example, new Mercedes Benz cars starting in '05 don't come with a dipstick to check the oil level. A few years ago they did away with the dipstick to check the transmission. It will be interesting to see where this all is in about 20 years!

Did you know that Duplicolor brand spray can paint for truck touch up, and some implement paint is all acrylic lacquer. It sprays almost as good as a gun, and color sands and buffs out like one of Boyd's paint jobs. I doubt that they will outlaw spray cans any time soon. Who would pay for the campaign for the next election? PPG? Dupont? Not. pigpen
Not all of us do. I'd have to travel several states to know somebody that worked in a body shop, or I'd ahve to call in favors from friends of friends. Today at lunch, I drove to the local PPG shop and bought a quart of DP. That's a big difference to me. Not all of us in this hobby have the network of friends we'd like. Sounds like the EPA is asking the people they know will give them the answers they want--shop owners. The industry-sponsored website this is posted on doesn't mention if hobbyists are also being polled by the EPA.
Level the playing field? Follow the money!!! They spray entire houses all the time!!!, but with "low VOC" paint so ****ty it fades out and peels within two years. Did I say I hate ****ing Government/Gangs?
Yea, Water soluble. Any of the hi tech - butal and words that end in thane won't be there. Spoke to a paint rep about a month ago and a MAJOR change in paint contents is around the block. It doesn't matter if it's in a rattle can or gallon can. ALL consumer stores ( Wal-china mart) (K-wanna be Walmart mart) Pepboys - Advanced Auto- O'reallies won't have any rattle can chen tech paints to offer. Some where in 2007-2008. Little secret that won't be told is all those chemicals will be processed into g***es to heat homes because we are on the back side of Natuaral Gas-propane etc. Sounds crazy but info from a major paint mfg with a connection to the chemist labs. It's not if- IT IS WHEN and phase out is starting in 07-08 of the hi-tec chemicals. So water soluble it will be. ****s. And yea - pay money to be certified to buy it equals a tax to get the good stuff. Translation is businesses only will be able to buy and major penalties to those who sell to the public. Cob Cob

Yep. It's water-based/water-borne. BUT...it needs to be applied to a solvent-based primer or sealer! While all manufacturers will be spraying water-based by 2009, they will still have to use traditional primer-sealers, and for that matter, clear as well. Every major paint company already has a water line of paints in the works, so when the EPA does have its way across the board, it will be base and topcoat materials that'll be hard to get for the average consumer.
I reccon that I had better hurry to finish all my projects before the paint supply starts to dry up. Some years ago, the EPA got things all screwed up by forcing the manufacturers to change their formulations to be more environmentally compatible. That raised the cost of the damn stuff about 400%. I spray in my garage regularly. I don't think that my neighbors have been complaining. They are all so nice. Right now the city of Torrance says that I can spray up to six ounces per day not to exceed one gallon a year (AQMD Rules and their fine is hefty according to the environmental officer in Torrance). Torrance only charges a $50 fine. Ut-oh. I am in big trouble now. I had better be good to my neighbors. Boys and girls, we had better just be as careful as possible 'cuz all it takes is one snitch. We just gotta keep on doin' what it is we do...the devil help us.
Now we'll be going to Mexico for paint jobs instead of a tuck 'n' roll job. Just bring several friends, all of you armed and dangerous...
well if you jus thave to be certified to [urchase does that mean it is like guns where you jsut register so they can track how much you buy/use? would be nice if th eloop hole was that all you have to have is a filtered spray area IE box fan and furnace filter and you are good to go.
