Yep just putting the wheel on the column.
I counted the teeth and they are the same.
But it won't go all the way down to expose the threads enough to start the nut.

Is the outside column tube all the way down on the steering box? Loosen the clamp on the box, make sure its down. Also there is a spring and a guide to center the shaft that must be compressed to start the nut. Sometimes takes a fair amount of down force to start the nut...........OLDBEEET

This is an F-1 column that has been cut down to just the shaft and housing tube.
I clamped the top of the shaft in place before I cut the shaft and tube from the box. then i cut the bottom of the housing tube 2 inches shorter than the shaft, used a chevy intermediate outer hub bearing and race to give the support at the bottom of my steering column ( the race slid snuggly into the tube, and the bearing( with a little help from some emery clothslid snuggly onto the Shaft) then rosset welded the race into place) I was thinking the spring and upper bushing would give enough tension to suspend the shaft snuggly after the wheel was put on.

I was just wondering if I needed a special tool or if the stupid thing only fit 1 keyway or somthing?

I will just get a bigger hammer.
