I believe the rustoleum primer is your problem. The PPG primer attacked the underlying rustoleum
they have a kit too for 115 bucks, might be able to do a bumper and save a lot
www.alsacorp.com has some paint thats looks pretty nice, just spray it over gloss black. they have tons of other cool finishes too.
I have the red merc one in the basement, its a little tore up and might have some overspray on it.
