you can use starter mount for a drill guide because you need to drill an oversize hole for the heli-coil. I have done this many times on v6...
If not running correct coil or no resistor will burn out points pretty quick.
use starter mount as a guide, re drill hole larger and use a heli-coil to repair.;) ALLWAYS use genuine GM bolts.

Pull coil lead out of dist cap and hang on to it while some one cranks over motor :p;)
It tells you what it is, it is a governor. It governs the revs, usually fitted to industrial engines.;)
You also need to align the oil pump drive shaft to the distributor or it won't drop in at the correct spot.;)
Pull the door trim off and check what the rods or linkages do when you operate the handle, could be as simple as a retaining clip fallen off or...
