i'm guessing with the carb angle and what appears to parts of flame arresting air cleaners it came off a boat motor
i think that is the one offered by Fram and uses a Ford oil filter? i don't think you need the bypass with that one, i believe it's built into...

staying away from gas with ethanol in it will help prevent problems
in my mind all engines that are valve in block are Flatheads some...or most.... people consider only a Ford valve in block V-8 engine a Flathead

the drill size for 3/4-16 is 11/16" , so my theory does not hold water
