My guess is that the fan should be moved to the intake manifold instead of the crankshaft. Should I cut the fan mount off of the crank pulley or...

It looks VERY original to me with rust in the corners and cut outs, I just don't know what it's worth, I don't want to over pay.
it has a hole on the side for the headlight wire, it's at the guys house that is selling it so no pics.
