Looks like it could be part of an old cold start setup for a diesel.
I've seen blades on the impeller wear or break apart to the point they can't really pump anymore.

Bob, if by normal ones you mean like the typical coils with a round metal body the Model A used them. As for that cap I would guess it was an ease...
If I recall correctly I think they were rated for about 400psi

What's the number on the back of the block?
The hogshead is the part bolted to the front of the case which has the clutch cross shaft in it. They are often used to adapt other transmissions...

There should be a cast in pad on top near the opening for the starter with the numbers stamped into it.
